This bill mandates that Medicaid must cover medically necessary gender-affirming care, irrespective of whether federal funding is available for it, and also prohibits healthcare entities, which are defined to include hospitals, licensed professionals, and health insurance providers, from engaging in discriminatory practices. Furthermore, it requires insurance policies to cover services and treatments for gender dysphoria or gender incongruence, which are terms referring to conditions where a person's gender identity differs from the sex they were assigned at birth, and these treatments cannot be denied, limited, or excluded based on an individual's sexual orientation, gender identity, or expression, nor can they be designated as pre-existing conditions; additionally, coverage for these treatments cannot be subject to annual deductibles or coinsurance unless the policy is a high-deductible health plan.
