This bill authorizes the International Boundary and Water Commission (IBWC), which manages water-related issues between the United States and Mexico, to accept funds from federal and non-federal entities for specific infrastructure projects. The commission can now receive grants or funding to study, design, construct, operate, or maintain wastewater treatment works, water conservation projects, and flood control works. However, there are important limitations: the commission cannot accept funds from entities based in or associated with a "foreign country of concern" (as defined in existing law), and it cannot provide credit or reimbursement to non-federal entities exceeding $5 million in any fiscal year. Any funds accepted will be deposited into the IBWC's Treasury account and remain available for project use.
