This resolution requests the University of Hawaii System to establish a Veterinary Medicine Expansion Working Group to explore creating a Doctor of Veterinary Medicine (DVM) program at Windward Community College, addressing a critical shortage of veterinarians in Hawaii. The proposed working group would include representatives from Windward Community College's Veterinary Technology program, University of Hawaii at Hilo, the College of Tropical Agriculture, the Board of Agriculture, private veterinary practitioners, and legislative members. The group is tasked with conducting a comprehensive feasibility study that examines potential partnerships with mainland veterinary schools, workforce pipeline alignment, infrastructure requirements, accreditation challenges, curriculum development, funding sources, and overall program demand. The study aims to address the current situation where aspiring veterinarians must seek education outside of Hawaii, which often prevents them from returning to practice in the state. The working group is requested to submit a detailed report with findings and recommendations to the Legislature prior to the 2026 Regular Session, with the ultimate goal of developing a sustainable veterinary medicine program that supports local agriculture, animal welfare, and biosecurity while addressing workforce shortages.
