This concurrent resolution requests the University of Hawaii System to establish a Veterinary Medicine Expansion Working Group to explore developing a Doctor of Veterinary Medicine (DVM) program at Windward Community College. The resolution is motivated by Hawaii's critical shortage of veterinarians, particularly in rural areas and for large animal and agricultural services, and the current need for students to seek veterinary education outside the state. The proposed working group would include representatives from Windward Community College, University of Hawaii, agriculture and veterinary practices, legislative members, and other stakeholders. The group would conduct a comprehensive feasibility study examining potential partnerships with mainland veterinary schools, workforce pipeline alignment, infrastructure requirements, accreditation challenges, curriculum development, funding sources, and overall demand for the program. The working group would be required to submit a detailed report with findings and recommendations to the Legislature twenty days before the 2026 Regular Session, with the ultimate goal of addressing the state's veterinary workforce shortages and supporting local agriculture, animal welfare, and biosecurity.
