This bill directs the Office of the State Fire Marshal (OSFM) to conduct a comprehensive study on rural firefighting in North Carolina, focusing on addressing challenges and opportunities facing rural fire departments. The study will examine six key areas: volunteer firefighter recruitment and retention, funding and resource allocation, interagency cooperation and mutual aid agreements, firefighter health and well-being, public education and outreach, and long-term sustainability and community engagement. The OSFM is required to engage stakeholders, including fire chiefs, firefighters, and community leaders, by conducting at least three public hearings across the state's geographic regions and maintaining a 90-day public comment period. The study will explore strategies to improve volunteer recruitment through financial incentives and training programs, analyze current funding models, identify grant opportunities, examine equipment purchasing strategies, and develop approaches to support firefighter mental and physical health. The bill mandates that the OSFM submit a report with legislative recommendations to the General Assembly by March 1, 2027, with the ultimate goal of helping rural fire departments remain fiscally sound and mission-effective. The act becomes effective immediately upon becoming law.
