This bill creates a new program for special veterans' license plates that will be available for veterans who do not currently qualify for existing veterans' plate options. The bill requires the commissioner of public safety to issue unique license plates for each branch of the armed forces (including Army, Navy, Air Force, Marine Corps, Coast Guard, Merchant Marine, and other uniformed services), with each plate bearing the word "VETERAN" and a special emblem representing that specific branch. To be eligible, veterans must provide a certified copy of their discharge papers, own a qualifying vehicle (such as a passenger automobile, recreational vehicle, one-ton pickup truck, or motorcycle), pay required fees and registration taxes, and meet certain other criteria. The plates can be transferred to another qualifying vehicle owned by the same person for a $5 fee, and the first set of plates will be issued free of charge. The bill also provides for the potential use of funds from the "Support Our Troops" account to cover plate production costs. Notably, these new special veterans' license plates will become available starting January 1, 2026, allowing veterans to more specifically represent their military service branch on their vehicle registration.
