This bill creates a new type of special license plate specifically for veterans, allowing them to obtain a personalized plate that represents their branch of military service. The bill requires the commissioner of public safety to issue special veterans' plates for each branch of the armed forces, including the Army, Navy, Air Force, Marine Corps, Coast Guard, Merchant Marine, and other uniformed services. To qualify, a veteran must own a registered vehicle (such as a passenger automobile, recreational vehicle, pickup truck, or motorcycle), provide a certified copy of their discharge papers, and pay standard registration fees. Each special plate will bear the word "VETERAN" and include a unique emblem representing the veteran's specific branch of service. The design of these emblems will be created by the commissioner of veterans affairs in consultation with veterans organizations and approved by the public safety commissioner. Veterans can transfer these special plates to another qualifying vehicle registered in their name for a $5 fee, and the initial plate and any replacements due to damage will be issued free of charge. The production costs for these plates may be funded through the "Support Our Troops" account, with any transferred funds going into the driver and vehicle services operating account. The new special veterans' license plates will become available starting January 1, 2026.
