This bill aims to expand access to healthy food choices in vending machines located on state-owned or managed properties by establishing comprehensive nutritional standards. The legislation requires that all foods and beverages sold in vending machines on government property meet evidence-based nutritional guidelines set by the commissioner of public health, which will be at least as stringent as the federal Food Service Guidelines for Federal Facilities. Non-RSA vendors (commercial vending machine operators) will be required to gradually increase the percentage of nutritionally compliant food and beverage offerings, starting with 20% in the first year and reaching 75% by the fourth year, while vendors licensed by the state's blind commission will have a slightly different, somewhat more gradual compliance schedule. The department of public health will review and update these nutritional standards every five years to reflect advances in nutrition science, and will designate a staff position to monitor compliance, train personnel, and submit annual reports. Vendors found non-compliant will have 60 days to rectify issues before potential contract termination, though the bill does not mandate that state agencies must install vending machines. The goal is to promote healthier food choices in public spaces by setting clear, progressive nutritional standards for vending machine offerings.
