This bill establishes a new funding mechanism for school districts experiencing significant growth in English learner (EL) student populations. Specifically, any school district that has an increase of at least 20 English learner students compared to the previous fiscal year will receive additional cost reimbursement from the Commonwealth. The reimbursement amount will be calculated by comparing the number of English learner students on October 1st of the prior and current fiscal years, and will be equal to the per-student reimbursement rate provided in Chapter 70 for English learners. The school district will receive an advance allotment payment no later than the first monthly accounting period of the fiscal year, with funds to be kept in a separate account by the state treasurer and disbursed at the direction of the education commissioner. Importantly, these additional reimbursements are intended to be supplemental to any existing federal funding under Title III of Public Law 107-110, thus providing extra financial support for districts experiencing rapid growth in their English learner student populations.
