This bill establishes funds to provide additional cost reimbursements to school districts that have experienced at least a 20-student increase in the number of students classified as English language learners (ELLs) over the prior fiscal year. The reimbursement amount would be equal to the positive difference between the number of ELLs on October 1 of the prior fiscal year and the current fiscal year, with the reimbursement rate being the same as the amount provided for ELLs under the Chapter 70 education funding program. School districts eligible for this additional reimbursement would receive an advance allotment payment from the Commonwealth, and the funds would be kept in a separate account to be disbursed to the districts by the state treasurer at the direction of the Commissioner of Education. This reimbursement would be in addition to any other funding or grants the districts receive for ELL programs.
