Under the proposed changes, when a municipality or the commonwealth begins a project that exposes confirmed natural gas infrastructure, the gas company must survey the project area for Grade 1 or Grade 2 gas leaks (which are considered the most serious types of leaks) and create repair and replacement schedules. The gas company must also ensure that all shut-off valves in the project area have gate boxes installed or alternative safety measures, and verify that critical valves have been inspected and tested within the past 12 months. For planned projects involving gas main maintenance, excavation, or blasting, gas company employees must first locate, identify, and mark all gas gates and valves, ensuring they are operational and accessible before and after the project. The bill introduces financial penalties for non-compliance, including a $10,000 fine for failing to verify valve accessibility and operability, and a $200 per day fine for not submitting written confirmation of such verification. These provisions aim to enhance public safety by ensuring proper maintenance and accessibility of natural gas infrastructure.
