This bill requires the secretary of energy and environmental affairs to publish a comprehensive energy plan every three years by September 30, 2026, which must project the commonwealth's energy demands for electricity, transportation, and thermal conditioning, and outline strategies to meet those demands. The plan must prioritize energy conservation, efficiency, and demand-reduction resources while helping Massachusetts meet its 2030 and 2040 energy limits. Additionally, the bill mandates that the department of energy resources, in conjunction with the executive office of environmental affairs, monitor energy supplies and projected costs to identify potential deficiencies or significant price increases. If such issues are identified within the next 12 months, the departments must develop a comprehensive contingency plan that includes the cause of the potential deficiency, possible preventative or mitigative actions, responsible government entities, implementation timelines, and a plan for public consultation. The contingency plan must involve at least one public hearing, allow for written testimony, and consult with various state agencies and energy stakeholders. Once developed, the plan must be filed with the Joint Committee on Telecommunications, Utilities, and Energy and be made electronically available for public inspection.
