This bill establishes a special commission to study and recommend ways to expand access to vocational and technical high school education by increasing the capacity of regional vocational and technical schools. The commission will be composed of 16 members, including the commissioner of secondary and elementary education (who will serve as chair), 4 senators (including the education committee chair, a president-appointed member, a minority leader-appointed member, and a ways and means chairman), 4 representatives (including the education committee chair, a speaker-appointed member, a minority leader-appointed member, and a ways and means chairman), and 6 gubernatorially appointed members who are superintendents or business managers from vocational or technical schools. The commission is required to hold its first meeting by June 1, 2025, and must submit a comprehensive report with legislative recommendations to the Senate and House clerks, ways and means committees, and joint education committee by November 30, 2025. The primary goal of this commission is to explore strategies for expanding vocational and technical high school opportunities and increasing their capacity to serve students.
