This bill prohibits state agencies and local governments in Massachusetts from funding the purchase, use, or installation of artificial turf fields that contain zinc, plastic, or intentionally-added perfluoroalkyl and polyfluoroalkyl substances (PFAS), which are a class of fluorinated organic chemicals containing at least one fully fluorinated carbon atom. The bill defines "intentionally-added PFAS" as chemicals deliberately added to a product during manufacturing or processing, including degradation products and chemicals used as processing or mold release agents. While existing artificial turf fields containing these materials can continue to be used for their remaining useful life, they cannot be replaced with new turf containing zinc, plastic, or intentionally-added PFAS. This legislation aims to limit the use of potentially harmful chemical substances in artificial turf fields by preventing state and municipal funding for such materials, effectively creating a pathway to phase out these products over time. The bill amends both Chapter 29 (related to state agencies) and Chapter 40 (related to local governments) of the Massachusetts General Laws to implement these restrictions.
