This bill establishes an industrial mill building revitalization task force designed to stimulate the redevelopment and rehabilitation of industrial mill buildings across Massachusetts. The task force will have a comprehensive mandate, including reviewing existing laws and regulations, creating an inventory of mill buildings in the state, investigating potential new uses for these buildings, identifying strategies to improve energy efficiency, and exploring innovative permitting and zoning processes to encourage redevelopment. The task force will be composed of a diverse group of stakeholders, including state officials from housing and economic development, energy and environmental affairs, legislative committee chairs, representatives from economic development organizations, utility companies, and two mill building owners (one with an active mill and one with an inactive mill). The group will represent different regions of the state, with members from western, central, and eastern Massachusetts. By August 1, 2025, the task force is required to submit a comprehensive report with recommendations and draft legislation to help revitalize these important industrial structures, potentially breathing new economic life into communities with aging mill buildings.
