This bill requires the Massachusetts executive office of health and human services to convene an interagency working group to investigate the potential for claiming federal Medicaid (Title XIX) financial reimbursements for MassHealth (Massachusetts' Medicaid program) covered services provided to students attending state colleges and universities. The study must comprehensively analyze reimbursement possibilities for students of all ages, including those with intellectual disabilities, developmental disabilities, and autism spectrum disorders, and consider both students under and over 22 years old, as well as those who are dual-eligible for Medicaid and Medicare. By April 1, 2025, the working group must produce a detailed report for the health care financing and higher education legislative committees, which should include financial estimates of potential additional revenue, an assessment of challenges and opportunities, and a high-level implementation plan for pursuing these potential new revenue streams.
