This bill directs the Executive Office of Health and Human Services to establish an interagency working group to investigate how Massachusetts state colleges and universities can receive federal funding through Title XIX, also known as Medicaid, for services provided to MassHealth members. This includes exploring the possibility of claiming federal financial participation (FFP) for services rendered to students of all ages, particularly those with intellectual disabilities, developmental disabilities, and autism spectrum disorders, and considering students both under and over twenty-two years old, as well as individuals eligible for both Medicaid and Medicare. The working group is tasked with producing a report by April 1, 2027, detailing financial projections for potential revenue, identifying challenges and opportunities, and outlining a plan to pursue these additional federal funds, and will submit this report to the joint committees on health care financing and higher education.
