This bill authorizes the town of Palmer to grant five additional alcoholic beverage licenses beyond its current limit, specifically: three licenses for on-premises consumption (at Tables at the Farm, Don Juans Cantina Palmer LLC, and a new restaurant at 2054 Bridge St) and two licenses for off-premises consumption (at Lukes' and Jane Alden convenience Store). The licenses are subject to existing alcohol regulation laws, with some special conditions: on-premises licenses can only be used in dining rooms or other approved areas, licenses cannot be transferred to different locations, and if a licensee terminates or fails to renew their license, it must be returned to the licensing authority within three years. When the off-premises licenses are issued, the licensee must return their existing wine and malt beverage license. The licensing authority can grant these new licenses to new applicants at the same locations, provided they submit letters from the departments of revenue and unemployment assistance showing they are in good standing and have paid all required taxes and fees. The bill will take effect immediately upon passage, and all licenses must be issued within one year of the act's effective date.
