This bill authorizes the town of Palmer to grant 5 additional alcohol licenses that deviate from standard state licensing restrictions. Specifically, the bill allows the town to issue three on-premises licenses (for restaurants/bars where alcohol can be consumed) to Tables at the Farm, Don Juans Cantina Palmer LLC, and Ernestina's LLC, and two off-premises licenses (for packaged alcohol sales) to Luke's Beer and Wine and Jane Alden Convenience Store. These licenses are exempt from certain normal state licensing limitations. The licenses can only be used at the specified locations, and if a license is not used or is returned, the licensing authority can reissue it to a new applicant within three years. To transfer or receive a license, applicants must provide proof of good standing with state tax and employment departments. The licenses must be issued within one year of the act's effective date, and when the off-premises licenses are issued, the existing wine and malt beverage licenses must be physically returned to the town's licensing authority. The bill takes effect immediately upon passage.
