This bill establishes the Commonwealth Community Access to Electric Bicycles Grant Initiative through the Department of Energy Resources, designed to help municipalities, businesses, and nonprofit organizations finance bike share and electric bicycle ownership programs. The grant initiative would allow recipients to use funds for purchasing and maintaining electric bicycles, related equipment and infrastructure, labor costs, and administrative expenses. To be eligible, applicants must administer or contract with a third party to run a bike share program with electric bicycles or an ownership program providing electric bicycles to individuals or households. The department will create an application process with priority given to programs in environmental justice or disproportionately impacted communities, and will require grantees to provide matching funds. Recipients will be subject to periodic reporting requirements to ensure compliance, and the department can use up to 10% of the fund's money to cover its own administrative costs. The primary goal of this legislation is to increase access to electric bicycles across different communities by providing financial support for bike share and ownership programs.
