Furthermore, the bill requires that district programming for advanced students be based on best practices in gifted education, ensuring that these students receive appropriate challenges aligned with their individual learning potential (known as "zones of proximal development") during the regular school day. The board must also publish an annual report detailing how the state and districts are developing the capacity to help gifted and talented students reach their full potential, in line with the chapter's original intent of providing quality education.
