This bill makes several changes to retirement benefits for teachers in Massachusetts. First, it allows teachers who move to work at the executive office of education or the department of elementary and secondary education to retain their status as teachers and remain in their original retirement system (teachers' retirement system or Boston retirement system), even if they temporarily join the state employees' retirement system. If such employees are reinstated to their original retirement system, they must make up the difference in contributions between the two systems. Second, the bill provides a one-time opportunity for teachers and school nurses who became system members before July 1, 2001, to elect to participate in an alternative superannuation retirement benefit program, with a 180-day window to make this election and potential requirements to make up past contributions at an 11% rate. Lastly, the bill modifies regulations around retired teachers, allowing school districts experiencing critical teacher shortages to employ retired teachers or mentors without affecting their retirement status, provided they follow existing employment regulations and the service does not count towards additional retirement credits.
