Bill Summary
Relative to benefits for teachers
AI Summary
This bill provides several important benefits and modifications for teachers in Massachusetts' retirement systems. It allows teachers who move to work for the Executive Office of Education or the Department of Elementary and Secondary Education to retain their status as teachers and remain in their original teachers' retirement system or Boston retirement system, even if they temporarily shift to the state employees' retirement system. The bill creates a new pathway for teachers who were members of the retirement system before July 1, 2001, to have a one-time opportunity to elect participation in an alternative superannuation retirement benefit program, with a 180-day window to make this election. Teachers who choose this option will need to make contributions at an 11% rate and may be required to provide make-up contributions retroactively. Additionally, the bill ensures that employees who move between retirement systems will not be considered to have an interruption in membership or service, and upon retirement, will be entered into the state employees' retirement system as a group 1 state employee. The retirement systems are also required to notify eligible members about this opportunity and provide information to school districts within 90 days of the act's effective date.
