This bill protects access to culturally inclusive learning environments in Minnesota school districts by preventing schools from banning or removing culturally relevant resources solely based on their viewpoint or message. The bill defines "culturally relevant resources" as non-curricular materials in classroom spaces that reflect student and community cultural diversity, and applies to all school districts and charter schools. While protecting these resources, the bill also provides school boards with reasonable limitations on displaying materials, such as declining to display resources due to space constraints, legitimate pedagogical concerns about age-appropriateness, potential school disruption, or compliance with state and federal laws. The bill explicitly protects an employee from discrimination or discipline for complying with this provision and preserves parents' and students' existing rights to review instructional materials. The provisions of this bill will become effective on July 1, 2025, giving schools time to prepare for and implement the new requirements.
