This bill establishes the African American Workforce and Affordable Homeownership Development Program to award grants that support affordable housing and workforce development specifically targeting African Americans. The program will provide funding to cities, Tribal governments, nonprofit organizations, cooperatives, and community land trusts for projects that create affordable homeownership opportunities while prioritizing African American workforce participation. Grant funds can be used for various purposes including land acquisition, environmental cleanup, design and rehabilitation costs, construction training, job placement activities, and residential housing development. The program aims to support African American-run business development, job training, job placement, and housing organization capacity building. Projects must serve African American households with incomes at or below 80 percent of the state median income. The housing finance commissioner will develop application procedures and consult with stakeholders and the Council for Minnesotans of African Heritage when creating program guidelines. The bill also includes an appropriation of an unspecified amount from the general fund in fiscal year 2026 to support the program's implementation.
