This bill establishes the African American Workforce and Affordable Homeownership Development Program, which aims to create and support affordable housing and workforce development opportunities specifically for African Americans in Minnesota. The program will award grants to cities, Tribal governments, nonprofit organizations, cooperatives, and community land trusts to develop affordable housing projects that employ African Americans in the workforce. Grant funds can be used for various purposes including land acquisition, environmental cleanup, design and rehabilitation costs, construction training, job placement activities, and residential housing development. Additionally, the grants can support creating or expanding African American-run business development, job training, job placement, and housing organizations. Projects funded through this program must serve African American households with incomes at or below 80% of the state median income for African Americans. The housing finance commissioner will develop application forms and procedures, consulting with stakeholders and the Council for Minnesotans of African Heritage, and will establish semiannual application deadlines for grants. The bill also includes an appropriation of an unspecified amount from the general fund to support the program in fiscal year 2026.
