This bill directs the Department of Economic and Community Development to create a working group focused on addressing workforce challenges in municipal government management positions. The working group will consist of at least 7 members with municipal government management experience, appointed by the Commissioner of Economic and Community Development, who will also serve as a member. The group will meet within 30 days of final appointment and is tasked with developing strategies to improve municipal workforce recruitment, retention, and development, specifically examining workforce skills development, methods to attract a diverse workforce, educational training opportunities, and incentives for municipal government careers. The working group will consider improvements to the existing "Maine Economic Development Strategy 2020-2029" report in the context of municipal government workforce needs. After completing its work, the group will submit recommendations to the Commissioner, who will then submit a report to the Joint Standing Committee on State and Local Government by December 3, 2025. The committee may then propose legislation based on the report for the Second Regular Session of the 132nd Legislature. Working group members will not receive compensation, and the group will be disbanded after completing its duties. The bill includes an emergency clause, meaning it will take effect immediately upon approval.
