An agency is considered to have a substantial impact if it has published two or more small business regulation guides, issued five or more regulatory flexibility analyses in the past three years, or is a newly established agency that has issued a regulatory flexibility analysis. This online section must include comprehensive information such as agency rules applicable to small businesses, regulation guides, guidance documents, proposed and emergency rules, regulatory agendas, plain language summaries of adjudicatory proceedings, descriptions of compliance assistance programs, and contact information for agency staff. The nexus must also provide interactive opportunities for small businesses to give feedback, obtain additional information, and seek assistance in understanding and complying with agency regulations. The goal is to create a centralized, user-friendly resource to help small businesses navigate complex regulatory requirements more easily and effectively.
