An agency is considered to have a substantial impact if it has posted multiple small business regulation guides, issued several regulatory flexibility analyses in recent years, or is a newly established agency that has issued a regulatory flexibility analysis. The small business regulatory nexus must include comprehensive information such as agency rules applicable to small businesses, regulation guides, guidance documents, notices of proposed or emergency rulemaking, regulatory agendas, summaries of adjudicatory proceedings, descriptions of compliance assistance programs, and contact information for agency staff. The website section must also provide interactive opportunities for small businesses to give feedback, obtain additional information, and seek assistance in understanding and complying with agency regulations. The goal of this bill is to improve transparency and support for small businesses by creating a centralized, user-friendly resource that helps them navigate complex regulatory requirements across different state agencies.
