This bill requires the Office of Affordable Health Care to conduct a comprehensive study on implementing a Medicaid Forward plan in Maine, which would expand medical assistance to residents under 65 with household incomes above 138% of the federal poverty level who currently lack health care coverage. The study will examine potential impacts on health insurance markets, healthcare providers, operational requirements, funding strategies, and fiscal implications. The office must develop a detailed implementation plan that includes a phased expansion approach, starting with residents at lower income levels (below 200% of the federal poverty level) and progressively expanding to those with incomes up to and above 400% of the federal poverty level. The plan will also explore federal waivers to maximize funding and ensure affordability, develop a financing strategy with recommended state and federal funding sources, and propose a sliding scale for premiums and cost-sharing based on household income. By January 1, 2026, the office is required to submit a comprehensive report of its findings and proposed program design to the Joint Standing Committee on Health Coverage, Insurance and Financial Services, providing a roadmap for potentially expanding healthcare access in Maine.
