This bill changes the method of selecting the State Auditor from legislative appointment to statewide popular election beginning in 2028. Currently, the State Auditor is elected by the Legislature for a 4-year term, but starting in 2028, the State Auditor will be elected every 4 years in the same manner as the Governor. If a vacancy occurs before 2028, the existing legislative appointment process remains in place, with the President of the Senate or Speaker of the House able to make interim appointments. The bill maintains the existing qualifications for the State Auditor, which require the individual to be a certified public accountant or a college graduate with at least 6 years of professional accounting or auditing experience, including 5 years of auditing experience and 4 years in a supervisory capacity. In the event of a vacancy after 2028, the Governor would appoint a successor subject to confirmation in the same manner as Supreme Judicial Court Justices. The bill also preserves the requirement that if the elected State Auditor is not qualified as a certified public accountant, certified information systems auditor, or certified internal auditor within 9 months of being sworn in, they will be removed from office.
