This bill modifies the existing legal process for mobile home owners who wish to purchase their mobile home park by increasing the required percentage of supportive mobile home owners from 51% to 60%. Under the new provisions, mobile home owners or a mobile home owners' association must have written support from at least 60% of the park's mobile home owners to make a purchase offer to the park's owner. The bill also introduces a new limitation on mobile home owners' associations, restricting them from contacting individual mobile home owners more than three times regarding the potential park purchase. When making an offer, the mobile home owners' group must include a purchase and sale agreement, and if the park owner accepts the offer, the group must secure appropriate financing within 90 days of executing the agreement. The owner of the mobile home park is required to negotiate in good faith with the group, though they are not obligated to accept the offer. These changes aim to provide more structured and balanced guidelines for mobile home park purchase attempts while preventing excessive solicitation of park residents.
