This bill authorizes the city of New York to discontinue the use of certain parkland within Flushing Meadows Corona Park in Queens and allow its development by Queens Future, LLC. The bill specifically permits the alienation (transfer) of designated parkland parcels for the purpose of constructing a gaming facility along with complementary commercial, retail, entertainment, recreational, hotel, convention, and community facilities. As a condition of this transfer, the city must dedicate an amount equal to or greater than the fair market value of the parkland towards acquiring new parklands or making capital improvements to existing recreational facilities in Queens, including developing at least 20 acres of new parkland and creating a north-south pedestrian connection. The bill includes provisions to ensure that if the land was previously funded by federal grants, all federal requirements for parkland conversion must be met. Additionally, the bill stipulates that if a gaming facility is not constructed within 15 years or if the land is used for purposes other than those specified, the parkland will revert back to the New York City Department of Parks and Recreation. The legislation does not override existing land use review procedures and will take effect immediately upon passage.
