This bill appropriates $4.9 million from the state's general fund in fiscal year 2026 to the commissioner of employment and economic development for a grant to Restoration for All (REFA), a 501(c)(3) nonprofit organization working in partnership with Equitable Development Action (EDA). The purpose of the grant is to help REFA acquire property and develop a multipurpose services building focused on providing culturally relevant mental health and suicide prevention services for Minnesota's African immigrant refugee communities. The building will also aim to address comprehensive wellness needs for various populations, including elderly individuals and underrepresented higher education students, and will provide space to support assisted living service providers in maintaining compliance and delivering quality care. This is a one-time appropriation that will remain available until the project is completed or abandoned, in accordance with state financial regulations.
