This bill appropriates $4.9 million in fiscal year 2026 from the state's general fund to the commissioner of employment and economic development as a grant to Restoration for All (REFA), a 501(c)(3) nonprofit organization working in partnership with Equitable Development Action (EDA). The grant is specifically intended to help REFA acquire, design, construct, renovate, and equip a multipurpose services building that will provide culturally relevant mental health and suicide prevention services for Minnesota's African immigrant refugee communities. The facility will also address comprehensive wellness needs for various populations, including elderly individuals and underrepresented higher education students, and will support providers of assisted living services in maintaining compliance and delivering high-quality care. This is a one-time appropriation that will remain available until the project is completed or abandoned, in accordance with state financial regulations.
