Bill Summary

AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend section 215 of the Uniform College Athlete, Name, or Likeness Act of 2022 to permit an institution, conference, or athletic association to assist a college athlete in selecting, arranging for, or providing payment to a name, image or likeness agent and in selecting, arranging for, or collecting payment from a third party engaged in specific name, image, or likeness agreements with college athletes, and to remove the prohibition against institutions or conferences from providing compensation to a college athlete for the use of the athlete’s name, image, or likeness.

AI Summary

This bill amends the Uniform College Athlete Name, Image, or Likeness (NIL) Act of 2022 to expand the permissions for educational institutions, conferences, and athletic associations regarding college athletes' name, image, and likeness opportunities. Specifically, the bill allows these organizations to assist athletes by helping them select, arrange for, or provide payment to a NIL agent, as well as helping to select, arrange for, or collect payments from third parties engaged in NIL agreements. The bill also removes a previous prohibition that prevented institutions and conferences from providing compensation to athletes for the use of their name, image, or likeness. This change represents a significant update to existing regulations, potentially giving college athletes and their supporting institutions more flexibility in managing NIL-related financial arrangements. The amendment aims to provide clearer guidelines and more support for college athletes in navigating the increasingly complex landscape of name, image, and likeness opportunities.
