This concurrent resolution honors the life and military service of Charles Benjamin "Chuck" Mawhinney, a United States Marine Corps (USMC) veteran widely regarded as the greatest marksman in Marine Corps history. Born in Lakeview, Oregon in 1949, Mawhinney followed in his father's military footsteps by joining the Marines in 1967 after graduating high school, and he was among the first to complete the USMC Scout Sniper School, graduating at the top of his class in 1968. During his 16-month service in Vietnam, where he was assigned to the 5th Marine Regiment HQ Scout Sniper Platoon, Mawhinney became one of the most effective snipers in American military history, earning numerous medals including a Bronze Star with "V" device for combat valor and two Purple Hearts. After being honorably discharged as a sergeant in 1970, he had a long career with the United States Forest Service until retiring in 1997, and he settled in Baker City, Oregon with his wife Robin. The resolution celebrates Mawhinney's quiet, modest approach to his wartime service, noting that his extraordinary accomplishments remained largely unknown until a fellow sniper published details about his war service in 1991, and it honors his commitment to protecting his fellow Marines while recognizing his significant contributions to the United States military.
