This bill requires public and not-for-profit libraries in New York to develop and implement comprehensive workplace violence prevention programs to protect library employees. The legislation mandates that libraries create a written workplace violence prevention policy that identifies potential risk factors such as working alone, late-night hours, exchanging money, and uncontrolled workplace access. Libraries must either adopt a model policy created by the state department or develop an equivalent policy that meets or exceeds the minimum standards. The bill also requires libraries to provide mandatory workplace violence prevention training for all employees upon hiring and annually thereafter, which must include information on self-protection, de-escalation tactics, active shooter drills, emergency procedures, and the use of security devices. Additionally, libraries must install panic buttons in easily accessible locations that can immediately dispatch local law enforcement. The policy must be provided to employees in writing, in both English and the employee's primary language, and the department will evaluate and update the model policy every four years. The goal is to create safer work environments for library employees by proactively addressing potential workplace violence risks.
