This bill establishes a working group to study the safety and potential registration of nonconforming vehicles (such as mini trucks, antique military vehicles, and other vehicles under 10,000 pounds) on Maine's roads. The working group will consist of 7 members representing various stakeholders, including the Bureau of Motor Vehicles, State Police, insurance, vehicle inspection, car importers, municipalities, and a transportation museum. The group's primary responsibilities include identifying operating standards and risks associated with these nonconforming vehicles, analyzing their safety compared to existing vehicles, reviewing laws in other states, and considering the most effective way to allow these vehicles on roads while ensuring public safety. Members will not be compensated for their work, and the Bureau of Motor Vehicles will provide staffing support. By February 6, 2026, the Secretary of State must submit a report with findings and recommendations to the Joint Standing Committee on Transportation, which may then introduce legislation in the 132nd Legislature's Second Regular Session based on the working group's recommendations.
