This bill requires law enforcement agencies in Minnesota to register for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) eTrace system and take specific actions when recovering or confiscating firearms. The bill defines "recovered or confiscated" firearms broadly, including weapons obtained from crime scenes, seized by police, forfeited to law enforcement, abandoned, involved in unlawful discharge, or otherwise connected to potential criminal activity. Under the proposed law, when a firearm is recovered, law enforcement must promptly transmit information about the firearm to the eTrace system and arrange for test firing and submission of ballistics results to the National Integrated Ballistics Information Network. Similarly, when shell casings are recovered, agencies must submit their ballistics information to the same network.
