This bill requires law enforcement agencies in Minnesota to register for the eTrace system, a digital platform operated by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) that helps track firearms. Under the proposed law, agencies must register for eTrace and share data when they recover or confiscate firearms through various means, such as obtaining a weapon from a crime scene, seizing a firearm, receiving a forfeited weapon, finding an abandoned firearm, or acquiring a gun connected to a potential crime. When a firearm is recovered, the law enforcement agency must promptly enter information about the firearm into the eTrace system and arrange for the weapon to be test fired, with the ballistics results submitted to the National Integrated Ballistics Information Network (NIBIN). Similarly, when a shell casing is recovered, the agency must submit its ballistics information to NIBIN. The goal of this bill appears to be improving law enforcement's ability to trace and potentially link firearms to criminal activities by creating a comprehensive reporting system.
