This bill establishes a new Local Government Legal Grant Account to provide financial support for local governments facing legal challenges related to certain federal executive orders. The account will be funded with a $10 million transfer from the budget reserve account on July 1, 2025, and will allow counties, cities, townships, and school districts to apply for grants to reimburse legal expenses. Eligible costs include expenses related to continuing special education services, reducing disparities, challenging federal censorship or segregation orders, or upholding state law that conflicts with federal executive orders issued after January 19, 2025. Grants will be awarded on a first-come, first-served basis, with no single grant exceeding $500,000. The commissioner of revenue will manage the grant program and can transfer funds to the commissioner of education to distribute grants to school districts. Any unused funds in the account will be transferred back to the budget reserve account by July 15, 2026. The bill becomes effective immediately after final enactment.
