This bill establishes a new Local Government Legal Grant Account with $10 million transferred from the state budget reserve account on July 1, 2025. The account will provide grants to local governments (including counties, cities, townships, and school districts) to reimburse legal expenses related to specific federal executive order challenges. Eligible costs include maintaining special education services, reducing disparities, challenging federal censorship or segregation orders, and upholding state laws that conflict with federal executive orders issued after January 19, 2025. Local governments can apply to the commissioner of revenue for grants on a first-come, first-served basis, with no single grant exceeding $500,000. The commissioner of revenue can transfer funds to the commissioner of education to distribute grants to school districts. Any unused funds will be transferred back to the budget reserve account by July 15, 2026. The bill becomes effective immediately after final enactment, providing a mechanism for local governments to seek financial support for legal challenges related to specific federal actions.
