This bill establishes an annual observance called 1st Minnesota Day on July 2nd to honor the 262 men of the 1st Minnesota Regiment who made a heroic and sacrificial charge during the Civil War at the Battle of Gettysburg in 1863. The bill requires the governor to issue a proclamation each year recognizing the day, and encourages schools to provide instruction about the regiment's crucial role in defending the Union. The bill also mandates that the commissioner of administration, in collaboration with the Minnesota Historical Society, will fly the regiment's historical flag at the Minnesota State Capitol on July 2nd, replacing the standard POW/MIA flag for that day. The legislation aims to commemorate the regiment's extraordinary courage, during which 215 men were killed while following General Winfield S. Hancock's order to close a critical gap in the Union line, ultimately contributing to saving the Union. The bill will go into effect the day after it is formally enacted.
