This bill establishes an annual observance of 1st Minnesota Day on July 2nd to honor the 262 men of the 1st Minnesota Regiment who played a critical role during the Civil War. Specifically, the bill commemorates the regiment's heroic charge at the Battle of Gettysburg on July 2, 1863, where 215 men were killed while following General Winfield S. Hancock's order to plug a gap in the Union battle line. The legislation requires the governor to issue an annual proclamation recognizing this observance and encourages schools to provide instruction about the regiment's significant contribution to saving the Union and fighting for freedom and democracy. Additionally, the bill mandates that on July 2nd each year, the commissioner of administration, in collaboration with the Minnesota Historical Society, will fly the society's replica of the 1st Minnesota Regimental flag on the North flag pole of the Minnesota State Capitol, replacing the POW/MIA flag for that day. The bill becomes effective immediately following its final enactment.
