This bill establishes a Dual Enrollment Task Force in Minnesota, composed of various stakeholders including state education officials, representatives from higher education institutions (both public and private, two-year and four-year), tribal nations, school districts, charter schools, and individuals with direct experience as dual enrollment students or educators. The task force is charged with reviewing current funding formulas for dual enrollment programs, which allow high school students to earn college credit, to assess their impact on schools, postsecondary institutions, and students, with a particular focus on equitable access. It will also analyze cost variations among institutions, examine the transparency and accountability of funding, identify barriers to participation for underserved students, and develop recommendations for adjusting funding formulas, incentivizing participation, supporting student services, and streamlining administrative processes. The task force will also analyze the use and cost-effectiveness of asynchronous online courses for dual enrollment and identify metrics for evaluating proposed changes. The task force must report its findings and recommendations to the legislature by May 30, 2027, and is appropriated $25,000 for its work. The task force will expire upon submission of its report or on May 30, 2027, whichever is later.
