This bill requires every public school unit in North Carolina, including local school administrative units, charter schools, regional schools, and laboratory schools, to staff at least one full-time, permanent school nurse in each school beginning in the 2025-2026 school year. To support this mandate, the bill appropriates $95 million in recurring funds from the General Fund to the Department of Public Instruction for the 2025-2026 fiscal year, which will be used to increase the School Health Personnel Allotment specifically for hiring school nurses. The bill explicitly states that these new funds must supplement, not replace, any existing funding for school nurses. The legislation emphasizes the importance of school nurses in supporting students' health, well-being, and educational success, and will take effect on July 1, 2025, with the nurse requirement applying to the 2025-2026 school year. The bill aims to ensure that every school has dedicated healthcare personnel to support student health and learning.
