This bill establishes a financial assistance program to help local governments and homeowners address the emerald ash borer (EAB) infestation. The bill creates an aid program where the commissioner of revenue will distribute $1,000,000 in fiscal year 2026 to eligible local governments through a competitive grant process. Eligible local governments include towns with at least 10,000 residents, statutory or home rule charter cities, and Minnesota Tribal governments. The aid will be used to reimburse homeowners with incomes below 200% of the federal poverty guideline for costs incurred in 2020 or later related to treating or removing ash trees infested by the emerald ash borer, as required by state law or municipal ordinance. The grant allocation process will prioritize aid based on the rate of EAB infestations, residents' ability to pay, and local government population. The commissioner of revenue will consult with agriculture and natural resources commissioners to establish the grant process, and must certify and distribute aid by February 15, 2026. The Department of Revenue may retain up to 3% of the appropriation for administrative costs, and the program takes effect the day after final enactment.
