This bill establishes a financial assistance program to help local governments and homeowners address the emerald ash borer (EAB), an invasive insect that destroys ash trees. The program will distribute $1,000,000 in aid during fiscal year 2026 through a competitive grant process administered by the commissioner of revenue. Eligible local governments include towns with over 10,000 residents, charter cities, and Minnesota Tribal governments. These local governments can receive aid to reimburse homeowners with incomes below 200% of the federal poverty guideline for costs related to treating or removing EAB-infested trees on residential or agricultural properties. The aid allocation will be based on three primary factors: the rate of EAB infestations, residents' ability to pay, and local government population. The commissioners of revenue, agriculture, and natural resources will collaborate to design the grant program. Eligible costs must have been incurred in 2020 or later and be associated with tree treatment or removal required by state law or municipal ordinance. The aid will be certified by January 31, 2026, and distributed by February 15, 2026, with the Department of Revenue allowed to retain up to 3% of the appropriation for administrative costs.
