AI Summary

This bill modifies existing law to allow the Michigan Liquor Control Commission (the "commission") to issue licenses for the sale of alcoholic liquor for on-premises consumption at various locations associated with colleges and universities, often without being subject to certain quota restrictions. Specifically, it permits licenses for conference centers operated by college or university governing boards, hotels on university-owned land leased to private entities for commercial development, restaurants on university land leased for commercial development or community/conference activities, golf course clubhouses, and baseball stadiums leased during summer breaks. The bill also clarifies the definition of "college" or "university" to include two-year or four-year state-supported institutions of higher education and provides an extensive list of specific buildings and centers at various universities that qualify as "conference centers" for licensing purposes. These licenses are generally nontransferable, and licensees must pay a required fee. This bill is contingent on the enactment of another bill, HB 4595 of the 103rd Legislature.
